With US out, others reaffirm commitment to Iran nuclear deal

In calls Thursday with German Chancellor Angela Merkel and French President Emmanuel Macron, Iranian President Hassan Rouhani said since the US withdrawal "Iran has been dealing with economic issues and problems in banking relations and oil" and that foreign companies were "skeptical" about continuing their business, Iran's semi-official Mehr news agency reported.

The other partners so far appear powerless to stop their countries' companies pulling out of Iran for fear of USA penalties.

"If we have hope of future, we'll continue cooperation with Europe", Rouhani said.

The European Union has scrambled to find ways to counter the sanctions and ensure that Iran continues to enjoy the benefits of global sanctions relief under the deal, which was granted in 2016 in exchange for curbs on Iran's nuclear activities.

As an original signatory to the deal, the U.S. - under then-President Barack Obama - also pledged to waive secondary American sanctions as long as Iran continues to abide by the agreement.

Since Trump's shock move in May, Washington has warned other countries to end trade and investment in the Islamic republic and stop buying its oil from early November or face punitive measures.

Speaking on French radio ahead of arriving in the Austrian capital, France's foreign minister said world powers would struggle to put together an economic package immediately.

Iran's navy chief said it would be "easy" to block the strait, while its vice president warned that not a "drop" of oil would pass through it if more sanctions were piled onto Iran. "For the start August, it seems a bit short, but we are trying to do it by November", he said.

He said the European powers but also Russian Federation and China were working on coming up with a financial mechanism to mitigate planned tough US sanctions.

German Foreign Minister Heiko Maas also said that world powers would not be able to fully compensate for companies who are abandoning their operations in Iran.

The bellicose interpretation was virtually universal among United States officials and media outlets, and echoed on Thursday when the Iranian Revolutionary Guards praised Rouhani's statement, and said shipping of oil through the Strait was for "all or none". This was extrapolated by U.S. officials as a threaten to shut down all regional oil shipping, when it could just as easily be interpreted as noting that Iran can basically export its oil under the guise of it coming from other regional countries, which is common behavior during sanctions.

During a visit to Europe this week President Hassan Rouhani warned that Iran could reduce its co-operation with the United Nations nuclear watchdog, having already threatened Trump of the "consequences" of fresh sanctions against Iranian oil sales.

"We will not be able to compensate for everything that arises from companies pulling out of Iran", Maas told reporters before the new round of talks among the remaining parties to the deal.
