Mr Bolton, who has expressed hard-line views on North Korea, said if Pyongyang has made a decision to give up its nuclear weapons program and is cooperative, then "we can move very quickly" and they can win sanctions relief and aid from South Korea and Japan.

The satellite images, taken by San Francisco-based Planet Labs Inc. and analyzed by researchers at the Middlebury Institute for International Studies (MIIS) in Monterrey, show Pyongyang finishing construction at the Chemical Material Institute, which researchers say is based in the North Korean city of Hamhung. US Secretary of State Mike Pompeo has said he plans to meet with Kim to "flesh out" details of the nuclear disarmament promise, but has insisted the North Korean leader is serious.

National Security Advisor John Bolton acknowledged to CBS on Sunday that deception while using diplomacy as a cover is "what they have done before, but Kim Jong-un was very emphatic several times in Singapore he was different from prior regimes". Evidence collected since the pair's historic meeting points to secret production facilities and the development of methods to conceal weapons creation, implying Pyongyang is aiming to hide plans to continue its nuclear program from the U.S., having made contrary, if ambiguous, commitments to Washington.

Following the historic US-North Korea summit last month in Singapore, the US president declared that there was "no nuclear threat from North Korea". "I don't think there's any doubt about that", he said.

"North Korea has covert facilities that it is unlikely to declare and eliminate initially", wrote the scientists.
