The lesson of today's government climbdown: we're likely heading for soft Brexit

Opening debate on the flagship EU Withdrawal Bill in the House of Commons, Mr Davis warned that the "cumulative effect" of a series of Lords amendments would "make it impossible to deliver the smooth and orderly exit we want". The strained parliament session underlined deep divisions over Britain's European Union exit. Philip Lee said a choice between "bad and worse" options was not giving MPs a meaningful vote.

Passions ran high in Tuesday's three-hour debate, when angry eurosceptics accused their rivals of trying to undermine the 2016 referendum vote to leave the EU.

These were the words of a minister expecting to win the vote. Although, as things stand, they will not be able to send the government back into negotiations if they reject an agreement with the EU. The news they all voted against is no surprise, as the party supports not leaving the European Union altogether.

It meant that the United Kingdom government successfully defeated the Lords amendment, 324 to 298, to the dismay of Labour and other opposition parties.

But after meeting Mrs May he told this paper: "I've been to see the prime minister and received important undertakings and chose to vote to give the prime minister the authority and freedom to negotiate the best deal she can". The government fears a weakened negotiating position.

In the tense atmosphere where it was not clear which way the vote would go, the government secured its victory only after offering concessions to one of the leaders of a group of Conservative lawmakers who were threatening to vote against May.

Talks will now be held between ministers and Tory MPs uneasy with the government's handling of Brexit, in the hope of reaching an agreement before the legislation is passed back to the House of Lords.

"First, we must never do anything that undermines the Government's negotiating position or encourages delays in the negotiations", Mr Davis said.

Dismissing the Government's compromise, she tweeted: "Merely issuing a statement in response would make it a meaningless final vote".

"We are asking members of parliament to abide by the referendum result, our manifesto commitment and to back our country", Andrew Bridgen, Conservative lawmaker and Brexit campaigner, told Reuters.

In a day of drama, May's position seemed suddenly weaker when junior justice minister Phillip Lee, who has always been critical of the government's Brexit strategy, resigned and said he would vote against the government.

Mrs May's divided Cabinet has yet to settle on what sort of customs deal Britain should have with the European Union or how it will deal with the border between Ireland and Northern Ireland.

Parliament will vote Tuesday on a key piece of legislation, the E.U. Withdrawal bill, that would transfer European Union laws now on British books into British law after Brexit.

If May is defeated in the House of Commons it will be yet another blow to a prime minister whose authority has been challenged several times since last year's election. After losing her party's majority in parliament at an ill-judged election previous year, she now relies on the support of a small Northern Irish party and the distance between victory and defeat is narrow.

Commenting on the government's actions to avoid a defeat over the "meaningful vote" demands, Labour's shadow Brexit secretary Sir Keir Starmer said: "This vote was about ensuring Parliament was given a proper role in the Brexit negotiations and that we avoid a no deal situation, which is becoming more likely with the divisions at the heart of this government".
