Russian Federation calls UN Security Council meeting on Syria

Russian Federation vetoed a US-drafted resolution to create a new inquiry to ascertain blame for such attacks.

Russian Federation however, vetoed the resolution, the 12th such time Moscow has used its veto power at the council to block action targeting its Syrian ally.

The Russian envoy to the United Nations called on the West to "refrain from plans" it might be harboring for Syria, after three consecutive resolutions to investigate the alleged recent chemical attack near Damascus failed to pass at the Security Council, RT reports.

Meanwhile, global chemical weapons experts are expected to go to Douma to investigate a suspected poison gas attack.

A draft resolution requires nine votes to be adopted in the 15-member council and no veto from the five permanent members - Britain, China, France, Russia and the United States. He also said that the United States supports an investigative mechanism, but has already appointed the guilty party before the investigation begins, blaming the Syrian Government.

The Security Council voted down a rival Russian resolution moments later.

"Whatever happens next has to abide by worldwide law", Swedish U.N. Ambassador Olof Skoog told reporters on Wednesday, referring to US plans for military action.

France on Tuesday became the latest ally to warn of action if Syria "crossed a red line" in Saturday's suspected chemical attack.

US officials have consulted with global allies on a possible joint military response to Syria's alleged poison gas attack on a rebel-held town.

The US proposal calls for establishing an independent investigative mechanism to conduct on-site inspections to find out who used chemical weapons. A US Navy guided-missile destroyer, the USS Donald Cook, is in the Mediterranean.

Lt. Gen. Viktor Poznikhir of the Russian military's General Staff says ground samples from Douma showed no trace of chemical agents.

The council voted two more times on draft texts put forward by Russian Federation, but both measures failed to garner the nine votes required for adoption, laying bare divisions at the top United Nations body over Syria.

Despite the worldwide revulsion over chemical weapons attacks, the death toll from such incidents in Syria is only a fraction of the hundreds of thousands of combatants and civilians killed since the war began in 2011.

U.S. President Donald Trump blamed the suspected attack on Syrian government forces and has threatened to respond militarily, tweeting on Wednesday that missiles "will be coming".

"The raising of a regime flag over a building in the town of Douma signified control over this town and consequently over Eastern Ghouta as a whole", Major General Yury Yevtushenko was quoted as saying Thursday by the Interfax news agency.

The incident has sparked global outrage and ratcheted up tensions in the already volatile Mideast, raising the specter of possible imminent American retaliation amid Russia's warnings against any such action, and denials that any chemical weapons attack took place.

In a notice posted to Eurocontrol's website, EASA said: "Due to the possible launch of air strikes into Syria with air-to-ground and/or cruise missiles within the next 72 hours, and the possibility of intermittent disruption of radio navigation equipment, due consideration needs to be taken".

"I ask you once again - refrain from the plans which you might be harboring with regards to Syria", he said. It is now operating off Lebanon alongside U.S. ships as part of France's military contingent fighting Islamic State group militants in Syria and Iraq.
